I hope this helps you . Glad to see your answer is working. You can still use angular.forEach if you'd like, here is an example of what that would look like:
code :
$httpProvider.interceptors.push(['$rootScope', '$q', 'httpBuffer', function($rootScope, $q, httpBuffer) {
  return {
    responseError: function(rejection) {

      var loginRequired = false;
      var rejectionReasons = [
        'token_not_provided', 'token_expired',
        'token_absent', 'token_invalid'
      ];

      // Loop through each rejection reason
      angular.forEach(rejectionReasons, function(value, key) {
        if (!(rejection.data.error === value)) {
          // Set loginRequired, and check this later
          // We *can't* return here because we are inside a function :)
          loginRequired = true;
        }
      });

      // Create a promise
      var deferred = $q.defer();

      if (loginRequired && !rejection.config.ignoreAuthModule) {
        // Display a login module and queue a retry request
        httpBuffer.append(rejection.config, deferred);
        $rootScope.$broadcast('event:auth-loginRequired', rejection);
      } else {
        // Not a auth error, or ignoreAuthModule is enabled
        // Therefore immediately reject the promise with the fail value
        deferred.reject(rejection);
      }

      // Return the promise
      return deferred.promise;
    }
  };
}]);

I hope this helps you . The http interceptor gets called for every request angular does, not just data requests. So also template requests, this might explain why it's so high.
code :
function isLocalUrl(url) {
    return !(url.indexOf('http://') === 0 || url.indexOf('https://') === 0);
}
return {
    'request': function (config) {
        if(isLocalUrl(config.url))
            return config;
    }
}

it helps some times My bad, I was not returning the rejection from the responseError HTTP interceptor. Returning the rejection (return $q.reject('Error')) solved the problem.

I think the issue was by ths following , In a webapp we have transaction management using struts2 interceptor , Here is a working code, kind a worked around with PreResultListener.
code :
public String intercept(ActionInvocation invocation) throws Exception {
    invocation.addPreResultListener(new PreResultListener() {
        @Override
        public void beforeResult(ActionInvocation invocation, String resultCode) {
            try {

                // commit based on the resultCode comparision
                if (StringUtils.equals(resultCode,"302_redirect")  {
                    TransactionService.commitTransaction();
                }
                // or commparision based on the redirect handler
                // Class names are from struts-default.xml
                /*
                String resultConfigClassName = invocation.getProxy().getConfig().getResults().get(resultCode).getClassName();
                if (StringUtils.equals(resultConfigClassName,"org.apache.struts2.dispatcher.ServletRedirectResult")
                        || StringUtils.equals(resultConfigClassName, "org.apache.struts2.dispatcher.ServletActionRedirectResult")) {
                    TransactionService.commitTransaction();
                }
                */
            }
            catch (Exception e) {
                // Ignore don't do anything
            }
        }
    });

    TransactionService.startTransaction();
    invocation.invoke();
    TransactionService.commitTransaction();
}

help you fix your problem I found the issue, It is due to not setting response headers on errors at server side. Server is throwing exception directly for errors without setting response headers. I have set response headers at server side and now I am able to see the error message in chrome.
Still I am confused how come IE able to respond on this errors.
