Unable to upgrade global angular CLI from 7 to 8

it fixes the issue
I've tried running uninstall, install, upgrade, using sudo, specifying ng update @angular/cli@^8, @latest. No matter what I get the same result. I'm not getting any errors either.

npm uninstall -g @angular/cli
npm install -g @angular/cli

around this issue I ended up moving to Angular-CLI, putting the css files I needed in the .angular-cli.json file and it worked.

will be helpful for those in need There is an issue in the official documentation.
It says to run npm install @angular/cli but actually you need to run

seems to work fine For this kind of scenarios, I am preferring to use subjects
Add a subject in one shared service and then share the state between your components or services.

around this issue We were able to resolve this issue in our build system by adding the Use Node.js ecosystem task in our pipeline prior to the npm install task.
Check the node environment in your development machine where it works, make a note. Add a new task to your pipeline and search for the "Node.js tool installer". Specify the node version that you want to use in this task Save the pipeline
