Hope this helps This option has been moved to the web and no longer supported via Visual Studio.

Visual Studio 2017/2019 do not fully open all files of a project folder

wish of those help If its under source control, you will have to manually include them in the SC from withtin Visual Studio.

I hope this helps . The Visual Studio version launched is determined in:
Windows Settings > Default Apps > Choose default apps by protocol.
