Packer won't create image on GCloud

help you fix your problem As you're not using "account_file" to specify a JSON Service Account key, I assume that you're running packer from a VM instance in GCP that is running as a Service Account, and that such service account is the one with Owner role.
I would first check that the service account is properly configured in the VM details and that the Cloud API Access Scopes are defined as described in this Packer doc:

Create a VM image from a Vagrant box using Packer?

like below fixes the issue This isn't really a workflow natively supported by Packer, but you could write a small shell script to download the Vagrant box, export the OVF and then kick off Packer's virtualbox-ovf builder.
The shell script (note this is hardcoded to the 1.1.0 version of the box)
code :
#!/bin/sh

vagrant init boxcutter/ubuntu1504-docker
vagrant up --provider virtualbox --no-provision
vagrant halt

rm -rf output-virtualbox-ovf
packer build packer.json
{
  "variables": {
    "home": "{{env `HOME`}}"
  },
  "builders": [{
    "type": "virtualbox-ovf",
    "source_path": "{{user `home`}}/.vagrant.d/boxes/boxcutter-VAGRANTSLASH-ubuntu1504-docker/1.1.0/virtualbox/box.ovf",
    "ssh_username": "vagrant",
    "ssh_password": "vagrant",
    "ssh_wait_timeout": "30s",
    "shutdown_command": "echo 'packer' | sudo -S shutdown -P now"
  }],
  "provisioners": [{
    "type": "shell",
    "inline": ["echo 'my additional provisioning steps'"]
  }],
  "post-processors": [{
    "type": "vagrant",
    "keep_input_artifact": true,
    "output": "box/modified-boxcutter-VAGRANTSLASH-ubuntu1504-docker.box"
  }]
}

texture packer doesn't create one huge image of images

wish of those help I would not use the Texture Packer GUI as it is easier and faster to pack textures from source. If you work with eclipse, you can do the following.
Make raw-assets folder inside your android/assets folder and copy your images there Make pack folder inside your android/assets folder
code :
public class TextureSetup {

    static String input = "../android/assets/raw-assets";
    static String output = "../android/assets/pack/";
    static String atlas = "my-assets";

    public static void main(String[] args){
        TexturePacker.process(input, output, atlas);
    }
}
project(":desktop") {
    apply plugin: "java"

    dependencies {
        compile project(":core")
        compile "com.badlogicgames.gdx:gdx-backend-lwjgl:$gdxVersion"
        compile "com.badlogicgames.gdx:gdx-platform:$gdxVersion:natives-desktop"
        compile "com.badlogicgames.gdx:gdx-tools:$gdxVersion"
    }
}

Can we rename an output image from "packer build" command over-riding the image name given in packer.json file

hop of those help? If the user supplies the template.json then they are in control of the naming, unless you use something like jq to manipulate and rewrite it. Which is probably the solution you are after.

"image_offer": "UbuntuServer",
