hop of those help? If you dont' have a maven repository to use, the first option I can think is installing 3rd party JARs with maven in your locale maven repo, you can do it two ways :
1) Command line : mvn install:install-file -Dfile= -DgroupId= -DartifactId= -Dversion= -Dpackaging= Here is the official mavinstalling 3rd party JARs
code :
    <build>
    <plugins>
        <plugin>
            <groupId>org.apache.maven.plugins</groupId>
            <artifactId>maven-install-plugin</artifactId>
            <version>2.5.1</version>
            <configuration>
                <groupId>some_group_id</groupId>
                <artifactId>some_artifact_id</artifactId>
                <version>some_version</version>
                <packaging>jar</packaging>
                <file>path to jar</file>
                <generatePom>true</generatePom>
            </configuration>
            <executions>
                <execution>
                    <id>install-jar-lib</id>
                    <goals>
                        <goal>install-file</goal>
                    </goals>
                    <phase>validate</phase>
                </execution>
            </executions>
        </plugin>
    </plugins>

m2e Does Not Detect Any Jars in Local Repository

I hope this helps . I recently faced the same problem. The root cause was that I imported my project as a generic project and later added maven and java natures to it. I resolved the issue by closing and removing the project from my workspace and re-importing as a maven project and then syncing it with my local repo. HTH.

wish help you to fix your issue You could use something like - http://www.gnu.org/software/wget/ to mirror the entire repository but it is going to be huge.
I would recommend you use a local repository manager like:

artifactory: import repository from disk into an existing local repository

I hope this helps you . When doing "Repository import" then the action will be merge.
PLEASE NOTE that in a case of "Full System Import" it will delete the existing content from existing repositories.
