seems to work fine Have you verified your SNS topic can send emails to your specified email address? If you navigate to your specific SNS topic in the console and view the subscriptions for your topic is the status Pending confirmation or Confirmed?

may help you . Amazon CloudWatch alarms will only trigger notifications when the state of the Alarm changes. It will not continuously send alarms when the state is Alert and it is not possible to configure such behavior.
One exception to this is triggering Auto Scaling changes -- it will continually try to trigger an Auto Scaling policy while the state is in Alarm.

I wish this help you I am in the INSUFFICENT_DATA state constantly for my scale down cloudwatch alarm. The cloudwatch alarm is attached to my autoscaling group. I have had my scale down alarm be in this state for the past 3 days, so it's definitly done initializing. , I found the problem...

will be helpful for those in need Cross region SNS will not be available to be configured for CloudWatch alarm notifications.
Alternatively, the following steps will help you achieve the same though not a fancy way of doing.

this one helps. YES!
After some digging I was able to get this to work. It's a little more complicated than just selecting a topic or inputing an alarm but it works great!

wish helps you By means of trial-and-error, I discovered it was the Condition that didn't work. For some reason. Not sure why it didn't see the source account...
