wish help you to fix your issue Despite this being something that was historically done in the past, I don't believe that it's worth trying to check if the network is reachable, as it isn't something that's reliable or something that should be done before making a request in almost all cases now.
According to Apple's official documentation:

Any of those help Using Miguel's Reachability class (found here: https://github.com/xamarin/monotouch-samples/blob/master/ReachabilitySample/reachability.cs) you can just call it like this:
code :
if(!Reachability.IsHostReachable("http://google.com")) {
    // Put alternative content/message here
}
else
{
    // Put Internet Required Code here
}

may help you . Maybe this link can help you a bit further: Broadcastreceiver to obtain ServiceState information
You could past the mentined CommunicationManager code in your activity, or better, if you need access from more activities, you could also declare the class as static in the Application Singletin instance and call it from there as described here
code :
<receiver android:enabled="true" android:name="com.project.mobile.controller.comm.ConnectivityReceiver">
    <intent-filter>
        <action android:name="android.net.conn.CONNECTIVITY_CHANGE"/>
    </intent-filter>
</receiver>

help you fix your problem Hmm... here is a discussion http://iswwwup.com/t/f3e5374b74ca/android-cordova-plugin-to-detect-internet-connection.html
And the solution they mentioned...
code :
function testInternet(win,fail){
    $.get("http://www.google.fr/blank.html").done(win).fail(fail);
}
Or ,

function testInternet(win,fail){
    $.ajax({
         url:"http://www.google.fr/blank.html",
         timeout:5000,   //timeout to 5s
         type: "GET",
         cache: false
       }).done(win).fail(fail);
}

This might help you I found a lot of topics how to check the Internet access. But I cannot understand how to make it dynamically. For example, I send a request (it will work in a some another thread) and device loses the Internet connection. How I can cancel my request on this event? , Here's something I cooked earlier; maybe it will help:
code :
    public class NetworkStateMonitor extends BroadcastReceiver {
        Context mContext;
        boolean mIsUp;

        public interface Listener {
            void onNetworkStateChange(boolean up);
        }

        public NetworkStateMonitor(Context context) {
            mContext = context;
            //mListener = (Listener)context;
            IntentFilter intentFilter = new IntentFilter(ConnectivityManager.CONNECTIVITY_ACTION);
            context.registerReceiver(this, intentFilter);
            mIsUp = isUp();
        }

        /**
        * call this when finished with it, and no later than onStop(): callback will crash if app has been destroyed
        */
        public void unregister() {
            mContext.unregisterReceiver(this);
        }

        /*
        * can be called at any time
        */
        public boolean isUp() {
            ConnectivityManager connectivityManager = (ConnectivityManager) mContext.getSystemService(Context.CONNECTIVITY_SERVICE);
            NetworkInfo activeNetworkInfo = connectivityManager.getActiveNetworkInfo();
            return activeNetworkInfo!=null && activeNetworkInfo.isConnectedOrConnecting();
        }

        /**
        * registerReceiver callback, passed to mListener
        */
        @Override public void onReceive(Context context, Intent intent) {
            boolean upNow = isUp();
            if (upNow == mIsUp) return; // no change
            mIsUp = upNow;
            ((Listener)mContext).onNetworkStateChange(mIsUp);
        }
    }

fixed the issue. Will look into that further The easiest way is to use the Connectivity plugin from James Montemagno:
https://github.com/jamesmontemagno/ConnectivityPlugin
code :
CrossConnectivity.Current.IsConnected
CrossConnectivity.Current.ConnectivityChanged += <handler>
