How to read a downloaded rds file

like below fixes the issue You can readRDS (i.e. read RDS file) only from your current working directory. To check your current work directory use command getwd().
Please note down the path where you are unpacking and read it from there by giving complete path to the unzipped file. Like if the file is present inside subfolder inside a folder then the give complete path like:
code :
chicago <- readRDS("/folder/subfolder/chicago.rds")

What determines if a downloaded file should be saved as read-only or read-write?

wish of those help The only specified parameters for the Content-Disposition header field are filename, creation-date, modification-date, read-date, and size. You may use custom parameters (see ABNF of parameter syntax), but they are will probably not be supported by user agents unless they are registered with the IANA.
So, no, it is currently not possible to set access properties like read only.

hop of those help? You are reading the file data with the default system code page (Encoding.Default) - it appears that the file is not in that encoding.
You must use the encoding that the file is encoded with in order to read it successfully.
code :
StreamReader dataReader = new StreamReader(download,
                                           System.Text.Encoding.UTF8,
                                           true);

can't immediately read downloaded text file

Hope that helps You should read the Data in onPostExecute(...) Method of your Async Class.
Because onPostExecute(...) method will be executed after the doInBackground(...) method finish it's processing, Where as onPreExecution(...) method is called before the doInbackground(...) method is called. So currently you are trying to open the file, that is yet to be downloaded in your doInBackground(...) method
code :
private class DownloadTextFile extends AsyncTask<String, Integer, String> {
@Override
protected String doInBackground(String... sUrl) {
    // download text file
}

@Override
protected void onPostExecute(.....) {
    super.onPostExecute();

    // read text file

    }

Firefox web extension - read local file (last downloaded file)

wish of those help The WebExtension API won't allow extensions to read local files anymore. You could let the extension get CORS privilege and read the content directly from the URL via fetch() or XMLHttpRequest() as blob and store directly to IndexedDB or memory, then encode and send to server. This comes with many restrictions and limitations such as to which origin you can read from and so forth.
Also, this would add potentially many unneeded steps. If the purpose is, as it seem to be in the question at the moment, to share the downloaded file with a server, I would instead suggest that you obtain the last DownloadItem object, extract the URL (.url) from that object and send the URL back to server.
code :
browser.downloads.search({
  limit: 1,
  orderBy: ["-startTime"]
})
.then(getLastDownload);

function getLastDownload(downloads) {
  if (downloads.length) {
    var url = downloads[0].url;
    // ... send url to the server and let server fetch the data from it directly
  }
}
