Wait for an ACK file

it should still fix some issue Why not simply have just one receive port on the orchestration (activating receive) that listens for the OK.CTRL message (file mask on receive location).
Then inside the orchestration use C# to access the file system and load the files you need.

Combining implicit wait and explicit wait together results in unexpected wait times

To fix the issue you can do Don't mix implicit and explicit waits. Part of the problem is that implicit waits are often (but may not always be!) implemented on the "remote" side of the WebDriver system. That means they're "baked in" to IEDriverServer.exe, chromedriver.exe, the WebDriver Firefox extension that gets installed into the anonymous Firefox profile, and the Java remote WebDriver server (selenium-server-standalone.jar). Explicit waits are implemented exclusively in the "local" language bindings. Things get much more complicated when using RemoteWebDriver, because you could be using both the local and remote sides of the system multiple times.
This is how that would work: local code -> Java remote server -> local Java language bindings on the remote server -> "remote" component like the Firefox extension, chromedriver.exe or IEDriverServer.exe. It's even more complex in the grid case, since there could be other hops in between.

How to force wait() to completely wait for subprocess? wait() can not work

it should still fix some issue There are several problems with your code, and it is no suprise it doesn't run.
You do not have to call .wait() when using subprocess.call(). That function takes care of the Process.wait() call for you.
code :
retcode = subprocess.call(['ant', 'debug'])

if retcode == 0:
    apk_debug_path = walk_dir('.\\bin')
    adb_install_cmd = ['adb', 'install', '-r', apk_debug_path]
    subprocess.call(adb_install_cmd)

start /wait fails to wait if file already open

it helps some times The default behaviour in winword is to reuse existing instances of the executable to open multiple documents. So, the second open file operation delegates its work into the existing one and exits, so the start command returns.
One usual option is to use COM to open the file and test for closing of the instance. But i know nothing of ruby or if it supports COM.

With these it helps You should search these things on google. There are a lot of websites which explains these. Refrain yourself from asking such questions here. For your reference find below links:

Hope this helps I want to call an executable from python wait for the process to generate the file return name of the file + _completed eg example.xml is the file which the executable generates then return name of the generated file with _complete so it should return example_complete.xml back here is my code
code :
def run_excel_again(xml_input,form_inputs):
p= subprocess.Popen(['c:\\path to my excel.exe',xml_input,'/c',form_inputs])
#check if file is created takes about a minute to generate file
p.wait(timeout=none)-- Adding this statement worked for me
# is completed --pass filename_completed.xml to
#another function  run_excel_again2(filename_completed.xml)
print('processing completed')
return(filename.xml,filename_completed.xml)
p.wait(timeout=none)
