Cursor - Declare Select-Statement executed multiple times?

I wish did fix the issue. The key is you try to read and insert the same table in loop (so it is like "a snake eating own tail"):

DECLARE vendor_cursor CURSOR FOR 
  SELECT ID, wert
  FROM dbo.cursorcheck 
  WHERE wert = 'insert';
    insert into dbo.cursorcheck 
    select 'Insert'

    FETCH NEXT FROM vendor_cursor

may help you . Smells like homework and of course the code you pasted wouldn't even compile, but
print #1 - once print #2 & #4 - 4 times, as the block is run once on each CPU "print #" (in the for) - 40 times, if you have 40 CPUs, once on each, if you have 4, then 10 times on each

This might help you Your code looks ok and it should work. It looks like you have typo into ChatListArray or Incomming. Maybe Incoming?
What you can do is to use json pipe to see values of chat.status to understand what values you are iterating:

Why is the code after the if statement executed 3 times?

fixed the issue. Will look into that further Your file write code is outside of the if statement you should take it inside.

This might help you outer loop runs i times according to value of i
1st i value is 0 last i value is 9 because i<10.
