Cursor - Declare Select-Statement executed multiple times?

I wish did fix the issue. The key is you try to read and insert the same table in loop (so it is like "a snake eating own tail"):
Cursor:
code :
DECLARE vendor_cursor CURSOR FOR
  SELECT ID, wert
  FROM dbo.cursorcheck
  WHERE wert = 'insert';
WHILE @@FETCH_STATUS = 0
BEGIN
    insert into dbo.cursorcheck
    select 'Insert'

    FETCH NEXT FROM vendor_cursor
    INTO @vendor_id, @vendor_name
END

How many times will each print statement be executed?

may help you . Smells like homework and of course the code you pasted wouldn't even compile, but
print #1 - once print #2 & #4 - 4 times, as the block is run once on each CPU "print #" (in the for) - 40 times, if you have 40 CPUs, once on each, if you have 4, then 10 times on each

Ionic : ngIf statement inside a ngFor not working

This might help you Your code looks ok and it should work. It looks like you have typo into ChatListArray or Incomming. Maybe Incoming?
What you can do is to use json pipe to see values of chat.status to understand what values you are iterating:
code :
<ion-grid  *ngFor="let chat of ChatListArray">
    <div>
       {{chat | json }}
    </div>
</ion-grid>
[
{"id":1},
{"number":"+..."},
{"status":"Outgoing"},
{"msg": "hello"},

{"id":2},
{"number":"+..."},
{"status":"Incoming"},
{"msg": "hello"},

{"id":3},
{"number":"+..."},
{"status":"Outgoing"},
{"msg": "hello"},
]
[
{"id":1, "number":"+...", "status":"Outgoing", "msg": "hello"},

{"id":2, "number":"+...", "status":"Incoming", "msg": "hello"},

{"id":3, "number":"+...", "status":"Outgoing", "msg": "hello"}
]
