Any of those help Local directories work just like remote repository URLs, so basically there's nothing you need to do as long as you're the only person using the repository.
Example, assuming Git Bash (from msysgit):
code :
mkdir /c/git
mkdir /c/git/testrepo.git
cd /c/git/testrepo.git
git init --bare
cd $TEMP
git clone /c/git/testrepo.git
cd testrepo
# hackety hack
git add .
git commit -m "I shouldn't be making commits like this but who's gonna sue me"
git push origin master
cd ..
git clone /c/git/testrepo.git testrepo2
cd testrepo2
# wow, all my files are here

it should still fix some issue As specified in the Documentation Token.ExpiresInSeconds can provide you the Expiry time for a Token and its value is not updated automatically. If you want to know the time left to refresh the token you have to find difference between when the token is issued (Token.Issued) and current time(Datetime.Now) and check whether its less than Expiry time of token.
code :
//calculate time to expire by finding difference between current time and time when token is issued

if((DateTime.Now-credential.Token.Issued).TotalSeconds>credential.Token.ExpiresInSeconds)
{
    //refresh your token
}
else
{
    //your method call
}
if (credential.Token.IsExpired(credential.Flow.Clock))
{
    //refresh your token
}
else
{
    //your method call
}

I wish this help you Q. Why is the URI for HttpSelfHostConfiguration pointing to localhost?
A. localhost simply just means "this computer". It's typical to do it this way to make the intent clear. Nothing stops you from using an ip address.

will help you Gmail API only gives the refresh token the first time you ask for the users permission. (At least this is what happens to me).
Go to: https://myaccount.google.com/permissions?pli=1, remove the authorization to your app and run your code. You should receive the refresh token.
