Entity Framework code-first: migration fails with update-database, forces unneccessary(?) add-migration

will be helpful for those in need
I also tried deleting the database again, called update-database and then add-migration. I ended up with an additional migration that seems not to change anything (see below)
code :
PM> Enable-migrations //You don't need this as you have already done it
PM> Add-migration Give_it_a_name
PM> Update-database

Code first migration against production database entity framework update database with web config transformations

Hope this helps You may want to reconsider updating your PRODUCTION database with a code deployment. That's not what EF intended and a lot of DBA's will have issues with a direct update from code.
What we do is generate a script from our migrations that the DBA runs as described here: http://cpratt.co/migrating-production-database-with-entity-framework-code-first/#at_pco=smlwn-1.0&at_si=54ad5c7b61c48943&at_ab=per-12&at_pos=0&at_tot=1

Hope this helps According to EF Core Docs, correct parameter name is -Target (for EF Core 1.1) or -Migration (for EF Core 2.0)
so in your case:
code :
update-database -target test32
update-database -migration test32

Entity Framework Core Update-database specific migration gives no permission error

Does that help Have you checked the table __MigrationHistory ?
Every Migration you apply is recorded inside this table. If you have inserted the table with update database eg. the record is inside there and Entity Framework does try to find the table.
code :
Get-Migrations
Update-Database -TargetMigration:"<name>"
if(context.Database.CompatibleWithModel(true))
..
