should help you out You should perhaps use a FileSystemWatcher for this and decouple the process of creating the file from the process of reacting to its presence. If the file must be generated in a certain time because it has some expiry time then you could make the expiry datetime part of the file name so that if it appears after that time you know it's expired. A note of caution with the FileSystemWatcher - it can sometimes miss something (the fine manual says that events can be missed if large numbers are generated in a short time)
In the past I've used this for watching for files being uploaded via ftp. As soon as the notification of file created appears I put the file into a list and check it periodically to see if it is still growing - you can either look at the filesystem watcher lastwritetime event for this or directly check the size of the file now vs some time ago etc - in either approach it's probably easiest to use a dictionary to track the file and the previous size/most recent lastwritedate event. After a minute of no growth I consider the file uploaded completely and I process it. It might be wise for you to implement a similar delay if using a file system watcher and the files are arriving by some slow generating method

Does that help I recently wrote a App to pass a set of test to obtain the ISV status from Microsoft and I also add that condition. The way I understood it was that if the user is Least Priveledge then he won't have permission to write in the system folders. So I approached the problem the the way Ishmaeel described. I try to create the file and catch the exception then inform the user that he doesn't have permission to write files to that directory.
In my understanding an Least-Priviledged user will not have the necessary permissions to write to those folders, if he has then he is not a Least-Priveledge user.

around this issue You can check if the previous file exist or not:
some logic like this :
code :
#!/bin/bash
counter=1
while [ $counter -lt 999999 ]; do
    number=$(printf "%07d" "$counter")
    let pre_counter=counter-1
    pre_numer=$(printf "%07d" "$pre_counter")
    if [ ! -f ./$pre_numer.jpg ]; then
       sudo fswebcam -r 1920x1080 --no-banner ./$pre_numer.jpg
    else
        sudo fswebcam -r 1920x1080 --no-banner ./$number.jpg
        let counter=counter+1
    fi;
    sleep 30
done

it helps some times You don't have a variable called $let anywhere. You have only $data, $k and $v. $k has the value let, and at that time $v has the array of values for that key. If you want to access the data for that key, the array is found at $data['let'], so the chef for that is $data['let']['chef'].

seems to work fine For a class assignment we have to do a "population estimator", we use putty to store and compile our projects so the file created by this program is there. , Statements like:
code :
year + 1;
n * year;
year = year + 1;   // ++year;
n = n * year;      // n *= year
fstream File;
fstream file("population.txt");
File << blah blah blah;
File.close();

wish of those help If you are doing the for loop in the "with open(...):" section, it means the file is not closed until your for loop ends. That's why you can't see any change of the file before the loop ends.
If you have to check the file after each loop, you need to open the file, write a row and close the file in the for loop.
code :
import time
import csv

for i in range(10):
    with  open('test.csv', 'a') as f1:
        writer=csv.writer(f1, delimiter='\t')
        writer.writerow([i])
    time.sleep(1)
    print('done')
