Determing Twitter API Rate Limit for Statuses / Filter End-point

may help you . You are limited to a single streaming connection connection. Limits in Twitter API are usually with regards to rate limits for requests. But that is for non-streaming requests. If your streaming connection gets dropped, you should look at the error code and respond accordingly.

this one helps. The rate limit for that endpoint in v1.1 is 15 calls per 15 minutes per access token. See https://dev.twitter.com/docs/rate-limiting/1.1 for more information about the limits.
With that in mind, if you have an access token for each of your users, you should be able to fetch up to 75,000 (15*5000) follower IDs every 15 minutes for each access token.

Does that help From what I've been researching about using the Streaming API there aren't any rate limits because you just make the request once to open the connection, then you keep it open and you are sent a stream (hence the name) of tweets.

seems to work fine To get the twitter rate limit in v.1.1, I am doing : , I have done more research and realised I should use the curly bracket
code :
$rate_limit->resources->search->{'/search/tweets'}->limit

stream.twitter.com/1.1/statuses/filter.json returns 403 Forbidden error

I hope this helps you . i had the same problem, i use the 140dev streaming api PHP application.
I solved it by upgrading the Phirehose-library, according to this post: http://140dev.com/twitter-api-programming-blog/upgrade-phirehose-now-for-continued-streaming-api-access/
