will be helpful for those in need Here are some suggestions...
In your .eslintrc you haven't specified the '@typescript-eslint' plugin...
code :
"eslint.validate": [
    "javascript",
    "javascriptreact",
    "typescript",
    "typescriptreact"
],

With these it helps Assuming you don't want to install the node module locally for some reason, I can think of two options. 1. Use grunt-exec within your grunt file to run eslint, or 2. As per the answer in the link below setup a symbolic link to your global node modules folder: How to use grunt-html installed globally?

I hope this helps you . Okay, I am not sure if this was a cache problem or something but I don't think it was because I kept restarting Atom and zsh but here's how it worked:
In Atom, I changed .eslintrc Path to ~/.eslintrc.js and Use global ESlint installation to `checked.
code :
/usr/local/bin
/usr/bin
/bin
/usr/sbin
/sbin
/Users/aakashverma/.nvm/versions/node/v9.4.0/lib/node_modules/eslint/

around this issue Well according to this page, this rule is discouraged as modern TypeScript does not use it and is slow to compute. So you should remove the rule.
If however you still want to keep using it, you can try something like { "no-use-before-define": ["error", { "variables": false }] }

I hope this helps . You can install Node modules within the project (locally) or globally. To switch to globally, you may use the -g flag, like so:
code :
npm install -g eslint
eslint -v
which eslint
Failed to load plugin @typescript-eslint: Cannot find module 'eslint-plugin-@typescript-eslint'

it should still fix some issue You need to upgrade your eslint version, in the error you can see a bad prefix eslint-plugin- due to some const in eslint/lib/config/plugins.js which was removed in later versions.
