Is it possible retrieve follower list from new instagram-graph-api?

this one helps. There is no API to get the list of followers for Instagram anymore. This is for privacy reasons, users who did not specifically authorize your App should not show up anywhere in any API call.

How to fetch my follower's followers list using Instagram API

To fix this issue Instagram API only allows getting your followers/following data. You have to authenticate using follower_list permission scope to access this.
Before June 1st 2016, you were able to get any user's followers/following list, unfortunately this is no longer supported in the official Instagram API.

Scrolling through instagram's follower list with python/selenium

should help you out You can write a function that scrolls a certain amount of pixels, then pause for a certain amount of milliseconds until a target scroll length is reached.

should help you out Yes, there is a way to do this. But you can no longer do it using the Instagram API. The Instagram API is no longer accepting new applications and it is being shut down in stages starting on the 31st of July 2018:
