hop of those help? I don't think you can. CloudFormation only lets you tag a resource at creation time, and the value of the tag you want doesn't exist until the resource is created.
But I don't think this has to be a problem. The two use cases I can think of for tags are looking at an instance and seeing the tag values, or finding instances with certain tag values. You can see or find by instance-id without having a tag containing it.

wish of those help Opened support case with AWS requesting guidance for this particular strange behaviour of CloudFormation.
According to the support team, effectively this is indeed a known bug for the CloudFormation service without estimated time to fix though. The resolution of the a SSM Parameter Store SecureString parameter when used as a Dynamic Reference in the particular case of the RedshiftMasterUserPassword property despite referenced in the documentation does not get properly resolved and parameter name is used instead.

this will help The question is quite generic, but maybe I can point to some things that might provide a solution.
Firstly, you can use CloudFormation parameters to provide the ARN of the certificate you want to use. You can use the value of the parameters the same way as you would refer to another resource in your CloudFormation template.

around this issue Neither direct referencing or replace works. The comment from 404 above is correct but I cannot mark it as the answer. An example using 2 parameters with a Secrets Manager dynamic reference is shown below.
