Does that help You can do this using pandas. One thing to note is that your csv data does not have a comma between the dates and some_data. I pre-processed the data to split those. Also note that the solution below will only work if the data is sorted by date. If it is not sorted, you can add a df.sort_index() after the set_index call below.
code :
import pandas as pd
from dateutil.parser import parse

df = pd.read_csv('path_to_csv.csv')
df.iloc[:,0] = df.iloc[:,0].apply(parse)
df.set_index(df.columns[0], inplace=True)
indices = df.index.floor('D')
new_df = df[~indices.duplicated(keep='last') | ~indices.duplicated(keep=False)]

Any of those help I'm dealing with an api which is returning the date time stamp exactly as follows: , You want to use the DateTime class. It can parse that date.
code :
$now = new DateTime('now');
$dt = new DateTime('Mon, 14 May 2012 14:14:11 +0000');
$interval = $now->diff($dt);

$minutes = $interval->format('%i');

may help you . merge() can't do this kind of join, but you can use searchsorted():
Create some random timestamps: t1, t2, there are in ascending order:
code :
import pandas as pd
import numpy as np
np.random.seed(0)

base = np.array(["2013-01-01 00:00:00"], "datetime64[ns]")

a = (np.random.rand(30)*1000000*1000).astype(np.int64)*1000000
t1 = base + a
t1.sort()

b = (np.random.rand(10)*1000000*1000).astype(np.int64)*1000000
t2 = base + b
t2.sort()
idx = np.searchsorted(t1, t2) - 1
mask = idx >= 0

df = pd.DataFrame({"t1":t1[idx][mask], "t2":t2[mask]})
                         t1                         t2

Any of those help I need to get time difference from two time stamp fields, i.e., My input : "requestTime" => "2016-12-27 18:35:13:833", "responseTime" => "2016-12-27 18:35:13:834", , Use to_f
code :
millisec = 1000 * (response_time.to_f - request_time.to_f)

I wish this helpful for you 1560593315387 looks to be milliseconds, not seconds, so use Instant.ofEpochMilli.
It is also too long (hah!) to fit into an int, so you have to use a long literal instead (with an L at the end).
code :
 ChronoUnit.DAYS.between(Instant.ofEpochMilli(1560593315387L), Instant.now())
