How do I export failed tests in PHPunit due to syntax errors or Fatal errors?

fixed the issue. Will look into that further Since phpunit (or rather your tests) run in a fatal error the php interpreter isn't able to do much more than die so logging via phpunit seems rather hard.
Maybe running each test as seperate process ( Using the --process-isolation switch or setting processIsolation="true" ) might help you a little bit. But that slows down your Testsuite and so on.

Visual Studio 2010 gives me syntax errors when trying to debug, but there are no syntax errors!

I think the issue was by ths following , ANSI C does not allow variables to be defined in the middle of a block—they must be defined at the top of the block. The later C99 standard removes this restriction (like C++ does), but Visual Studio does not support C99.
Rewrite your function with the variable declarations at the top:

C++ template class gives syntax errors without apparent errors

I wish this helpful for you It looks like you haven't included some definition for NULL.
Please consider to using nullptr instead. In VS2010 you might need to add a definition for that, but when changing to a fully C++11 compatible compiler, you will be using the C++ keyword that has been designed for that purpose.

Compile TypeScript while ignoring type errors, but not syntax errors

Hope this helps You can use babel 7 with @babel/plugin-transform-typescript to transpile typescript to JS. When you edit, you get the typescript autocomplete and everything. When you compile, types are just stripped away so any typerrors you might have don't matter.

Creating Custom Syntax Errors rather than using Run Timer Errors / Exceptions

I hope this helps . It is not possible to achieve what you want. Suppose you allow the user to enter a Matrix with arbitrary dimensions. Then the compiler already has done its work and can't know about the dimensions the user choose. So the compiler can't validate, if two matrices have compatible dimensions. You may can write an analyzer that performs some static code analysis and reports dimension mismatches, but it wont find all, and i doubt that's worth the effort to write one.
The only way to enforce the behavior by the compiler is to create a distinct type for each dimension. But i strongly recommend you not to do this.
