this will help I want to do makefile as the following, but I received this error: , regarding:
code :
#   cc -c -O2 -mips2 $< 
    gcc -c -g $<

this will help The three includes are intended for your sake. If you need to compile something proprietary manually, or copy files or anything you can come up with before the main program is compiled, you create the file makefile.init in the source directory and put your makefile-stuff in here.
The same applies to the other files just at other times in the compile chain.

I think the issue was by ths following , You are suppose to write your pass in llvm/lib/Transforms/YourPassName
Create a directory in build:
code :
mkdir -p llvm3.8/build/lib/Transforms/YourPassName
cmake ../llvm3.8

Include files in Makefile at the start of a makefile or at the end of the makefile

wish help you to fix your issue include statement does not introduce logic of its own. It is a mere convenience, and equivalent to pasting the included lines into the root makefile. So, the order or placement of include statements matters as much as the order of lines in the makefile.

To fix the issue you can do GNU Make always attempts to update the makefile(s) it has read before making anything else. If it finds rules and prerequisites that tell it to update makefile(s), then it does so and then starts again from scratch - including attempting to update the makefile(s). See 3.5 How Makefiles Are Remade.
