I hope this helps . Don't play with nested logic break, just use some variable like $userStop and instead of while true; do put
code :
userStop = false
while[!${userStop}]
do
#...
# replace break $((INIT_STARTED));; by
# userStop = true

Breaking out of nested loops

To fix this issue It has at least been suggested, but also rejected. I don't think there is another way, short of repeating the test or re-organizing the code. It is sometimes a bit annoying.
In the rejection message, Mr van Rossum mentions using return, which is really sensible and something I need to remember personally. :)

Breaking out of nested loops in PHP

this will help I know I'm a little late but I encountered a similar problem. Applied to your situation, what I would do is change the code to the following:
code :
$LoopBreak = 'no';
while( $results = pg_fetch_assoc( $result ) )
{
if ($LoopBreak == 'yes') {
break;//Insert break statement here
}

else { //This is First else

$url = $results['url'];
for( $i = 0; $i < ($recordnum - 1); $i++ )
{
    $urlpopup = $foldername . "/" . $namecomingform[$i];

    if( $url == $urlpopup )
    {
        $isthererecord = 'yes';
        $LoopBreak = 'yes'; //Variable added in place of break here
    }
    else
    {
        $isthererecord = 'no';
    }
}//end of for

if( $isthererecord == 'no' )
{
    $sql = "UPDATE pictures SET erased='1' WHERE url='" . $url . "'";
    $run = pg_query( $sqlconnection, $sql );
}

}//End First else
} //end of while

like below fixes the issue Say we have following code and when break we want to break out of the inner and outer loop instead of just the inner loop and go directly to blablabla. How can we do this in C++? , "Go directly to [...]" sound like a perfect job for goto. And it is !

fixed the issue. Will look into that further Using explicit flags, and breaking out of loops conditionally on those flags can give one more flexibility. Example:
