I hope this helps . If you mean "actually implements" as in "what C++ code is written to make magical HTML5 things happen", then the code really is the best you can do. There are a variety of design documents floating around (like this old one for IndexedDB) that the teams sometimes keep up to date, but the code itself is the best source for implementation details. Sifting through the tests (for IndexedDB, for example) is a good way to get started. Further discussion of implementation details takes place on chromium-dev and webkit-dev, searching those lists for tidbits is another good source of information.
If, on the other hand, you meant "actually implements" as in "what bits of HTML5 can I use in browser X", then caniuse is probably your best bet for up-to-date feature compatibility tables.

Is there a technical reason why the implementation isn't just impl Foo<T>?

wish help you to fix your issue I just learned that structs using generics are declared as struct Foo, and that the implementation is declared as impl Foo. The book explains the discrepancy in the following way:

How to separate interface from technical implementation using Interfaces when there are Exceptions

this one helps. The typical way to solve this problem is to catch the implementation-detail Exception types, and throw a new exception type which is more appropriate to your specific service. If this is what you meant by "translate technical exceptions to domain logic exceptions, then yes, that's the right way to go.
For example, maybe you have a UserRepository interface, and your implementation is currently using SQL to look up the users. You can mark your interface methods as throwing your own exception types (e.g. UserNotFoundException). Your implementation catches any SQL-related errors and throws a UserNotFoundException instead.

Hope that helps Do you want to write everything yourself or will you have a framework like VXML to work with? If you just want to write the VXML and JSP files then you need to have a VXML browser. If you want to write everything completely yourself then making a VXML browser is probably overkill and, regardless of whether you make a VXML browser or something else, you will need to worry about abstracting the hardware - an IVR with one voice/fax/modem will need different low level code than an IVR with Dialogic cards connected to T1 lines and that would be different than one that handles just SIP calls.
Assuming you have a VXML browser already and you just need to provide the VXML and JSP files, then what you need to worry about is whether you just want call flow or if you are going to do back-end integration. If your IVR is just going to answer the call, ask for some input from the caller and then play more info and hang up or transfer then it gets really easy - you don't need Java at all. The Java is needed for the back end integration.

Does that help You don't write technical stories. User stories should meet the INVEST criteria.
Proxies do sound like an implementation detail and should be avoided. You should not be mentioning proxy servers in your story. Even if they are part of the domain, there are potentially other ways to achieve the same effect.
