will be helpful for those in need It's a bug in pgAdmin 4.17.
It looks like it happens whenever you edit a char(n)[] or varchar(n)[] cell in a table (although char[] and varchar[] are unaffected).
code :
typname = '%s(%s)[]'.format(
typname = '{}({})[]'.format(

using printf for mixed multiple formats

wish help you to fix your issue Your last format specifier should be an f for floating point number using width and precision numbers: e.g., %20.5f Many of your String specifiers, %xs, should likely be decimal specifiers, %xd where x is the format width. If you make this change, then the corresponding argument should be a decimal number, not a String. You have too many format specifiers for the number of arguments you pass in. This is nothing but basic math. Count your specifiers and your parameters. Read the Formatter API for all the details.

Does that help
ActiveCell.Value = Day(temp) & "/" & Month(temp) & "/" & Year(temp) & " " & Hour(temp) & ":" & Minute(temp)
code :
Sub Arreglar_Fecha()
    Dim temp As String, Tmp As String
    Dim D As String, M As String, Y As String
    Dim H As String, Mn As String

    Do While ActiveCell.Value <> ""
       temp = Trim(ActiveCell.Value)

       D = Trim(Split(temp, "/")(0))
       M = Trim(Split(temp, "/")(1))

       Tmp = Trim(Split(temp, "/")(2))

       Y = Trim(Split(Tmp, " ")(0))

       Tmp = Trim(Split(Tmp, " ")(1))

       H = Trim(Split(Tmp, ":")(0))
       Mn = Trim(Split(Tmp, ":")(1))

       ActiveCell.Value = Format(DateSerial(Val(Y), Val(M), Val(D)) & _
                          " " & TimeSerial(Val(H), Val(Mn), 0), _
                          "dd/mm/yy hh:mm;@")

       ActiveCell.Offset(1, 0).Select
End Sub
Sub Test()
    Dim temp As String, Tmp As String
    Dim D As String, M As String, Y As String
    Dim H As String, Mn As String

    temp = "13/8/2013 5:31"

    D = Trim(Split(temp, "/")(0))
    M = Trim(Split(temp, "/")(1))

    Tmp = Trim(Split(temp, "/")(2))

    Y = Trim(Split(Tmp, " ")(0))

    Tmp = Trim(Split(Tmp, " ")(1))

    H = Trim(Split(Tmp, ":")(0))
    Mn = Trim(Split(Tmp, ":")(1))

    Debug.Print Format(DateSerial(Val(Y), Val(M), Val(D)) & _
                " " & TimeSerial(Val(H), Val(Mn), 0), _
                "dd/mm/yy hh:mm;@")

How to have different unquote statement for mixed utf-8 formats

hop of those help? You have two different encodings. One uses UTF-8, the other Latin 1.
You'll have to use a try/except and hope for the best. Decode the value after unquoting:
code :
    st = urllib.unquote(y).decode('utf8')
except UnicodeDecodeError:
    st = urllib.unquote(y).decode('latin1')

Parsing names in mixed formats using R

Hope this helps Here is a one-liner. The pattern tries Firstname lastname first and if that fails it tries lastname, firstname. No packages are used.
code :
read.table(text = sub("(\\w+) (\\w+)|(\\w+), (\\w+)", "\\1\\4 \\2\\3", Names), as.is=TRUE)
       V1        V2
