help you fix your problem I have time in ms in epoch format, I need to translate this into a date and group it by a week number. , Try using strftime method:
code :
from datetime import datetime as dt
x = 1557499095332
dt.fromtimestamp(x/1000).strftime("%A, %B %d, %Y %I:%M:%S")
dt.fromtimestamp(x/1000).strftime("%W")

To fix the issue you can do I have 2 parameter in my stored procedure @FromDate and @ToDate, I want to work out the number of weeks between @FromDate and @ToDate, @FromDate is always a Monday while @ToDate is always a Sunday but the dates could cover weeks, months etc. , If I've got it right:
code :
With T( Number ) as
(
    Select 0 as Number
        union all
    Select Number + 1
        from T
        where Number < DATEDIFF(WW, @FromDate, @ToDate)

)

SELECT NUMBER FROM T WHERE Number>0;

Does that help If you want to get a list of records that are group by week and each of the list sorted by date in descending order, you can try:
code :
POdateRecordsEntity.Where(p => p.PO == "Unpaid"
                                && p.Date <= yourTime).
.GroupBy(x => new { x.Date.Year, x.Week} )
.toDictionary(x => x.key, x => x.OrderByDescending(t=>t.Date).toList());

Laravel 5.3: Best way to retrieve data between dates and group them in weeks?

Does that help Use Carbon. Assuming the Record model and created_at attribute:
code :
$records=Record::where('created_at', '<' ,Carbon\Carbon::now()->subWeeks(3))->get() ->groupBy(function($date) {
                return Carbon\Carbon::parse($date->created_at)->format('W');
            });
foreach($records as $week=>$record)
{
   echo $week;   // gives week 1, week 2 , week 3..
   foreach($record as $r)
   {
    echo $r;
   }
}

Hope this helps There is no simple function that will yield a week interval (or start/end date of a week) given a week number. You have to find these dates manually.
try this :
code :
'fields' => array(
    'WEEK(Order.created) AS WEEK',

    'DATE_ADD(Order.created, INTERVAL(1-DAYOFWEEK(Order.created)) DAY) AS week_start',
    'DATE_ADD(Order.created, INTERVAL(7-DAYOFWEEK(Order.created)) DAY) AS week_end',

    'sum(Order.sub_total)   AS total_sub_total',
    'sum(Order.tax)   AS total_tax',
    'sum(Order.restaurant_delivery_fee)   AS total_restaurant_delivery_fee'
)
'fields' => array(
    'WEEK(Order.created) AS WEEK',

    'MIN(Order.created) as week_start',
    'MAX(Order.created) as week_end',

    'sum(Order.sub_total)   AS total_sub_total',
    'sum(Order.tax)   AS total_tax',
    'sum(Order.restaurant_delivery_fee)   AS total_restaurant_delivery_fee'
)

it should still fix some issue As the first and last week numbers cross calendar years, both year and week number must be included:
code :

    Public Const MinMonthValue As Integer = 1
