hope this fix your issue I am not particularly familiar with the way that the new Shenandoah GC normally behaves. However, there is nothing particularly alarming (to me) with that graph.
According to https://shipilev.net/talks/devoxx-Nov2017-shenandoah.pdf, the modus operandi (MO) of a this GC with regards to memory utilization is a bit different to some other collectors.

How to specify JVM maximum heap size "-Xmx" for running an application with "run" action in SBT?

I wish this help you My application does large data arrays processing and needs more memory than JVM gives by default. I know in Java it's specified by "-Xmx" option. How do I set SBT up to use particular "-Xmx" value to run an application with "run" action? , Try this:
code :
class ForkRun(info: ProjectInfo) extends DefaultProject(info) {
    override def fork = Some(new ForkScalaRun {
        override def runJVMOptions = super.runJVMOptions ++ Seq("-Xmx512m")
        override def scalaJars = Seq(buildLibraryJar.asFile, buildCompilerJar.asFile)

I wish this helpful for you According to this, all Heaps = Gen 1 + Gen 2 + Large Object Heap (no Gen 0)

Heap issue using "maximize speed" but not with "minimize size"

wish helps you A general answer for a general question: It sounds like there may be some sort of memory corruption going on. One of the difficulties of finding, or even detecting, memory corruption is that its symptoms may appear/disappear with just small changes of the code. This includes debug/release builds and various release optimizations.
The answer to How to debug heap corruption errors? gives a great overview on debugging memory corruption.

heap size usage using "javaw.exe" vs "java.exe"

it fixes the issue if you don't specify JVM uses Ergonomics (a decision to set default values) based on host architecture and it sets various default param for JVM, heap is one of them
for 64bit CPU JVM sets higher value of heap and so you see delay in OOM
