will be helpful for those in need The feature you are trying to use with csproj is normally used to target the different frameworks in .NET, not to target different OS. See this: https://docs.microsoft.com/en-us/dotnet/standard/frameworks
What you are trying to do can be achieved by interfaces. Have an interface INativeMemoryinfo and initialize it to the windows or linux version based on if (RuntimeInformation.IsOSPlatform() == "").

React Native does not provide any method for you to communicate with native code out of the box. You will need to build a React Native plugin that calls specific Objective-C or Java methods you wish to invoke.

it should still fix some issue If you want to debug native code, you're going to need the source, which of course means getting the AOSP. After you've setup the AOSP, do the following:
In your AOSP directory, run "choosecombo". Select "debug" and pick an "eng" build of your choice. Build the AOSP Start the emulator (ie: on Linux, "emulator &") adb shell into the emulator and run "setprop debug.db.uid 32767". This prevents debuggerd from attaching to a process that it thinks has halted and causing problems. See system/core/debuggerd/debuggerd.cpp in the AOSP for more info. In the same shell that you built the AOSP, run "gdbclient [process name]". This will attach and load the debugging information for the process you are interested in. You can also attach to a pid, but you will end up having to load the symbol information yourself. Enjoy debugging native Android platform code

To fix this issue So, let us start with the React Native slogan "Learn once, write anywhere". This pretty much answers your first question. You have to write code both for your android app and your iOS app. This is because android and iOS have different native components. You can reuse some of your code like logic, how to distribute data (for the most) etc, but you will have to tune this to work with the native components of both android and iOS. EDIT: This was the practice before, but is outdated now since you now only need to write it once
Second question. React Native enables you to utilize a lot of already well known components. Also the community enables different other components if it is not in what Facebook already have released. If you for some reason want something no one have made a port for, you will need to do some native programming to enable such a component.

Hope that helps Do you mind to disclose the name of the function? I am asking because native non-documented APIs in Android can be crudely divided into three categories: code that is ODM dependent, code that is relatively stable, and code that is unstable or not exported by system libraries.
Regarding the first, you have no choice but to use the device-specific library. Usually, you can download such library from one device, and, not without great care, your library that dynamically links to that system lib, may work on other devices. Typical example is the OpenMAX family of libraries (see for example Creating Android app using OpenMAX library in GB, but showing not found?).
