may help you . Using pip on windows is a little different than a lot of the pip documentation. If you have Python 3.3 or higher, you can use the py python launcher for Windows:

this will help I have such code in file hello.py: , From python Standard Library manual :

Execute the string cmd in a shell with os.popen() and return a 2-tuple (status, output).
cmd is actually run as { cmd ; } 2>&1, so that the returned output will contain output or
error messages. A trailing newline is stripped from the output. The exit status for the
command can be interpreted according to the rules for the C function wait().

Hope this helps The ComSpec variable typically contains the current shell on Windows. In order to make the code most reusable, replace command with %ComSpec%.

seems to work fine To solve this issue in Visual Studio 2017, make sure to install the NodeJS tools in the VS installer.
To launch it, go to Control Panel -> Programs -> Programs and Features, scroll down to Visual Studio 2017 and click Change.

will be helpful for those in need In Windows administrator and usual user work in different environments. Basically, PATH system variable should work fine.
But ensure that system variable is not overwritten by user's PATH variable (just run command line prompt as usual user and type echo %PATH%).
