like below fixes the issue I got the same error as you after upgrading to mojave. After some digging, the following steps help:
code :
brew info openssl
export LDFLAGS="-L/usr/local/opt/openssl/lib"
export CPPFLAGS="-I/usr/local/opt/openssl/include"
set -gx LDFLAGS "-L/usr/local/opt/openssl/lib"
set -gx CPPFLAGS "-I/usr/local/opt/openssl/include"

seems to work fine mysqlclient is not compatible with MySQL 8.0.11 at the time of this writing. Using MySQL v5.7.x will fix this issue (at least on macOS).

Does that help Try brew install mysql-connector-c. If you don't have brew installed, install it with ruby -e "$(curl -fsSL https://raw.githubusercontent.com/Homebrew/install/master/install)"
Also, you should switch development from Legacy Python, i.e. Python 2, to Python 3, since it will not be supported past January 1st, 2020.

help you fix your problem The solution to this is simple : The latest wheel update was of May 12 ,2019
This means that update of MySQLClient after that will create a problem. So use the mysqlclient verion before that date. Today the version before the latest wheel is of Feb of 2019 .

seems to work fine It looks as though you just need to download and install Microsoft Visual C++ 14.0. Search for "Microsoft Visual C++ Build Tools" on the https://visualstudio.microsoft.com/downloads/ site. They provide the link at the tail end of the error output.

it should still fix some issue My problem is solved. When I installed python-3.8.0, I did not compile it, that was the problem. I am using Centos7, so I went to the root of the terminal, first install prerequisites for Python before installing it.
code :

# sudo yum install gcc openssl-devel bzip2-devel libffi-devel

download latest version

#wget https://www.python.org/ftp/python/3.8.0/Python-3.8.0.tgz

Now extract the downloaded package.

Compile Python Source

#cd Python-3.8.0
#sudo ./configure --enable-optimizations

make altinstall is used to prevent replacing the default python binary file /usr/bin/python.

#sudo make altinstall

remove downloaded source archive file from your system

#sudo rm Python-3.8.0.tgz

Check Python Version

#python3.8 -V 

Then I could be able to install mysqlclient by
# pip3 install mysqlclient
