wish help you to fix your issue https://sports.ultraplay.net/sportsxml?clientKey=b4dde172-4e11-43e4-b290-abdeb0ffd711&sportId=1165 , Apparently the XML Declaration seems to be throwing things off here:
code :
<?xml version="1.0" encoding="utf-16"?>
string feedUrl = "https://sports.ultraplay.net/sportsxml?clientKey=b4dde172-4e11-43e4-b290-abdeb0ffd711&sportId=1165";

System.Xml.Linq.XDocument content;
using (System.Net.WebClient webClient = new System.Net.WebClient())
using (System.IO.Stream stream = webClient.OpenRead(feedUrl))
using (System.IO.StreamReader streamReader = new System.IO.StreamReader(stream, Encoding.UTF8))
{
    content = XDocument.Load(streamReader);
}
Console.WriteLine(content);
HTTP/1.1 200 OK
Date: Fri, 02 Nov 2018 16:28:46 GMT
Content-Type: application/xml; charset=utf-8

will help you Sorry, you are absolutely correct - there is something untoward happening! Though it is not what you would first suspect... For reference, given that:
code :
echo mb_detect_encoding($feed); // prints: ASCII
$url = 'http://www.google.com/...';

$feed = file_get_contents($url, false, stream_context_create([
    'http' => [
        'method' => 'GET',
        'header' => 'Accept-Charset: UTF-8' ."\r\n"
                   .'User-Agent: (Mozilla/5.0 compatible) MyFeedReader/1.0'
    ]
]));

file_put_contents('test.txt', $feed); // should now work as expected

With these it helps I don't think the issue is with your RSS feed. Just going to the root domain causes the same redirect:

I hope this helps . everyone for your help,
I think, I've found a solution (not very elegant, but it does the trick).
code :
print(bytes(tm.strip(), "utf-8").decode("unicode_escape").encode("raw_unicode_escape").decode('utf-8'))

hop of those help? I was using react native 0.48.3 and getting response from fetch request i don't see any encoding problem it resolves by itself the encoding problem because the content-type of my response is : application/json;charset=iso-8859-1 . Now i upgraded my react native app to 0.59.8 i don't know why fetch doesn't resolve encoding problem anymore althought it's the same code . I have just upgraded my app . Do you have any idea ? Here is my fetch code : , I think you have to do this :
code :
export const setDocumentListDataAsync = (k, action, server) => {
 return () => {
  fetch(defineUrlForDocumentList(action, server), {
    credentials: 'include',
    headers:{
      contentType: "application/json; charset=utf-8",
    }
  })
  .then(
  (response) => {
    var contentType = response.headers.get('content-type')
    console.warn(contentType)
      return response.json()
    }
    ).then((myJson) => {
      console.log(JSON.stringify(myJson));
    }).catch((err) => {
      console.log(err)
    })
  }
}
