I wish this help you I've experienced the same issue, and spent quite a while searching for a solution. I finally came across this post which contained a solution in the comments section by Martinius79.
In short, it was required to pass the username and PAT, encoded as base64, through git http.extraheaders in order for it to authenticate.

Does that help I figured it out. After creating a PAT, when I Import the Git repository, I have to enter both a Username and the PAT. Because Username field did not have the "required" indicator, I kept excluding it, just using the PAT only.

it should still fix some issue You need to give the password but of course you can't because is during the build.
You can solve it in 2 ways:

git clone https://PAT@dev.azure.com/organization/project/_git/repo

Hope this helps I figured it out. I went to my original and did the Update-Package -reinstall. It came back with the Microsoft.CodeDom.Providers.DotNetCompiler.Platform.2.0.0 not there, but it added one, just not 2.0.0. Then I ran an uninstall of the Microsoft.CodeDom.Providers.DotNetCompiler removing it from my system. Then I posted my original up to AzureDev-ops. My clone came down, not all the references were messed up, some were still, but I did a rebuild and that cleared it up. Thank you to the responses, it pointed me in the right direction.

hope this fix your issue Click on Pipelines -> Your Pipeline then click the ellipse in the upper right corner (three vertical dots) then click Clone.

Hope this helps As Daniel Mann said in the comment, there is no clone button in tfvc repo.
To get a copy of the source code ,besides using tf.exe, you can also map a worksapce through visual studio. You can map your source control folder to a single local folder. You can refer to this document.
