I wish this helpful for you Do you have the native library in the right place? Where is the win32com.dll file? It should be in the jre/bin folder.
EDIT: ah. I see it. Add that to the jre/bin folder and you should be good.

To fix this issue Investigate the select() system call. This will let you execute a read when there is something to actually read, instead of waiting for .1 seconds, hoping something will show up. If this is supposed to be a straight port of your code then this may not be and appropriate thing to do.

it fixes the issue I actually faced this problem at work a few months back (at least it looks a lot like it). I spent a lot of time (like a week) on it. I looked through the native code and found the issue (it's in the RXTX lib).
I'm going to recommend you implement the same solution I did - manage your threads and your ports properly! You shouldn't be relying on PortInUseException to check if a port is opened anyway - that's for 'exceptional' cases.

I wish did fix the issue. I will answer my own question, as it seems to be working now. However, the epilogue still looks weird.
Although the default configuration should be OK, I still wanted to review the “Module mod_fastcgi” document again. As I only wanted a dynamic FastCGI, I focused on the FastCgiConfig directive only, thus on purpose not going into FastCgiServer and FastCgiExternalServer directives.
