it should still fix some issue I have angularjs dropdown list box: , You could watch the changes on your model:
code :
$scope.$watch('editor', function(newValue, oldValue){
    //
});
    <select class="form-control"
            ng-model="editor.frequency"
            ng-options="item as item.Name for item in editor.frequencies"
            ng-change="changed(editor.frequency, {{editor.frequency}}); editor.editFrequencyManual = false;">
   </select>
function myController($scope) {
  $scope.myModel = {};
  $scope.doThis = function(newValue, oldValue) {
    console.log("New value: " + newValue);
    console.log("Old value: " + oldValue);
  }
}

angular.module('myApp', []);
angular
  .module('myApp')
  .controller('myController', myController);
<script src="https://ajax.googleapis.com/ajax/libs/angularjs/1.5.6/angular.min.js"></script>
<div ng-app="myApp">
  <div ng-controller="myController">
      <select ng-model="myModel" ng-change="doThis(myModel, '{{myModel}}');">
        <option value="1">1</option>
        <option value="2">2</option>
        <option value="3">3</option>
      </select>

this will help When modifying the disabled state of a dropdown that is using the bootstrap-select plugin, you have to call selectpicker('refresh') on the dropdown afterward to update it per the documentation.
code :
$cat.on("change",function(){
    var _rel = $(this).val();
    $subcat.find("option").attr("style","");
    $subcat.val("");
    if(!_rel) {
      $subcat.prop("disabled", true);
      $subcat.selectpicker('refresh');
      return;
    }
    $subcat.find("[rel!="+_rel+"]").hide();
    $subcat.prop("disabled", false);
    $subcat.selectpicker('refresh');
});
