help you fix your problem I think the exception cause is that CodeBase is meaningless on dynamic assembly. From MSDN:

To fix this issue Can you use AppDomainSetup.ApplicationBase ? Or do you need to define that path for every assembly you load?
EDIT: using a filename is easy to define a codebase:

AssemblyName assemblyRef = new AssemblyName();
assemblyRef.CodeBase = assemblyFile;
Assembly assembly = Assembly.Load(assemblyRef);

This might help you Type.GetType without an assembly name specified will only search for the type name in the current assembly and in mscorlib.
Try to use the AssemblyQualifiedName of the type. Here for .NET 4:

it helps some times Registering a shell extension requires writing more registry keys than normally required to register a [ComVisible] .NET assembly.
You also have to write the keys that Explorer reads to discover extensions.

I wish this help you So, at long last, I managed to solve the problem (and I couldn't believe it).
Here's what I did:

it fixes the issue There's no reasonable way to change GetExecutingAssembly.CodeBase or Location. If you don't have source for the assembly in question, your only solution is to copy your assembly to c:\ABC
