I wish this helpful for you What you proposed works fine! I've only made two changes here: Adding missing quotes, and handling the empty-string case.
code :
things=""
addToString() {
    if [ -n "$things" ]; then
      things="${things},$1"
    else
      things="$1"
    fi
}
while read -r line; do addToString "$line"; done <input.txt
echo "$things"
IFS=$'\n' read -r -d '' -a things <input.txt  # read into an array
printf -v things_str '%s,' "${things[@]}"     # write array to a comma-separated string
echo "${things_str%,}" # print that string w/o trailing comma
readarray -t things <input.txt # read into an array

it fixes the issue Assuming you don't want the same line to repeat more than once, I would do it in one line like this:
code :
File.read("test.txt").split("\n").shuffle.first(37)

it helps some times I have a textfile and I want to read every line after a specific string in this text and store each line in a variable.
code :
var path = "path to your text file";
string[] lines = File.ReadAllLines( path );
int lineNumber = 0;
for( int i = 0; i < lines.Length; i++ )
{
   if( lines[i] == "[15-06-1999]" )
   {
      lineNumber = i;
      break;
   }
}

for( int i = lineNumber + 1; i < lines.Length; i++ )
{
   // These lines are after the line with [15-06-1999] do whatever you want here
}
var path = "path to your text file";
IEnumerable<string> lines = File.ReadLines( path );
bool lineFound = false;
foreach( var thisLine in lines )
{
   if( lineFound )
   {
      // These lines are after the line with [15-06-1999] do whatever you want here
   }
   else if( thisLine == "[15-06-1999]" )
   {
      lineFound = true;
   }
}

I wish this helpful for you You need to review the documentation for the FOR command (type HELP FOR). There are lots of variations that look similar, yet behave differently. I don't see how the code you posted could give the results you describe, but anyway...
If your text file is named "test.txt" and its contents look like the following
Matlab - Read multiple lines, where number of lines specified, from a text file and store in matrix
