I hope this helps . The Pictures in Windows 7 is part of Libraries. Windows API code pack has some useful libraries for managing Windows 7 Libraries.
and My pictures is part of Special folder which you can get using Environment.SpecialFolder. If you are targeting only Windows 7 then I would recommend you to check out the Windows API code pack which has lots of new features which you can use in your application. Has extensive support for libraries and select folder dialog etc

hope this fix your issue You first need to enumerate where the user profile is located at all. The path to a profile can be found in HKLM\Software\Microsoft\Windows NT\CurrentVersion\ProfileList\S-1-5-21-xxx:ProfileImagePath. S-1-5-21-xxx represents the SID of the user in question.
Then you need to load ntuser.dat from that profile path to finally grab the User Shell Folder registry value for the desktop folder.

I wish this helpful for you PicturesLibrary is an virtual location - it exists both on Phone and SD card. So it's hard to tell the direct path as it may depend on user settings. You can access your folder like this:
code :
StorageFolder pictures = KnownFolders.PicturesLibrary;
StorageFolder folder = await pictures.GetFolderAsync(@"Whatsapp"); // now you should have your folder

// to create a folder:
StorageFolder newOne = await folder.CreateFolderAsync(@"NewFolder", CreationCollisionOption.OpenIfExists);

this one helps. There aren't any uri schemes that work with a pictures library.
You wouldn't typically hard-code a URI to a pictures library file in your XAML anyway since you can't rely on that file being there.

I wish this help you So it seems the NetDfsGetClientInfo() is indeed the answer for my particular needs.
The issue is that its behavior changes based on whether it's called on a DFS client machine versus if it's called on the DFS server machine.

I wish this help you Given a folder path that has /home, I would like to scrape the username from the folder path. (A little home work, trying to compare folder username to actual owner of the folder, which can be determined with a quick stat -c '%U' path , A bit of a hack
code :
owner=$(cut -d/ -f3 <<< "$path/root")
owner=$(tr -s '/' <<< "$path/root" | cut -d/ -f3)
