I wish this help you You never send your request. The XMLHttpRequest doesn't do anything before you call open() and send() on it.
Also, don't forget to prefix your local variables with var when declaring them. Otherwise they'll be created as global and nasty things might happen.

m_doc.createDocumentFromUrl "http://www.microsoft.com", ""
WebBrowse1.Navigate2 "http://www.microsoft.com"
Do While WebBrowser1.ReadyState <> READYSTATE_COMPLETE

Any of those help You seem to be trying to make an Ajax request to a remote location, which is impossible due to the Same Origin Policy.
Not sure whether there's a fix: If you control the remote location, you can make it send JSONP instead. If that's not possible, you're going to have to use a server-side proxy.

I wish this help you The reason this is not working is that productString exists in the namespace defined by the anonymous function you pass to $(document).ready. When the browser acts on the onclick it is looking for the function in the global namespace and so doesn't find it. As the function does not rely on any of the DOM having been processed you do not need to wrap it in $(document).ready.

like below fixes the issue I have implemented a sample to cover your case, you can notify popup.js whenever you are done with your AJAX call
manifest.json
code :
{
  "name": "Demo",
  "description": "Sample Message Communication",
  "version": "1",
  "permissions": [
    "tabs","<all_urls>"
   ],
  "background": {
    "scripts": ["background.js"]
  },
  "browser_action": {
    "default_icon": "screen.png",
    "default_popup": "popup.html"
  },
  "manifest_version": 2
}
<html>
<head>
<script src="popup.js"></script>
</head>
<body>
</body>
</html>
var port = chrome.extension.connect({name: "Sample Communication"});
port.postMessage("Hi BackGround");
port.onMessage.addListener(function(msg) {
        console.log("message recieved"+ msg);
});

chrome.extension.onMessage.addListener(function (msg,sender,call){
    console.log("Message recieved"+msg);
});
chrome.extension.onConnect.addListener(function(port) {
  console.log("Connected .....");
  port.onMessage.addListener(function(msg) {
        console.log("message recieved "+ msg);
        console.log("mesage"+msg);
        searchquotes();
     });
});
function searchquotes(){
console.log("Inside");
var xhr = new XMLHttpRequest();
  xhr.onreadystatechange = function(data) {
    if (xhr.readyState == 4) {
      if (xhr.status == 200) {
            chrome.extension.sendMessage("Hi popup.js");
            console.log("Response is recieved");
        }
      } else {
        //callback(null);
      }
    }

var url = 'http://www.w3schools.com/html/default.asp';
xhr.open('GET', url, true);
xhr.send();

}
window.onload = searchquotes;

This might help you Are you sure you have jquery loaded? If not then you'll never call your webmethod.
If you do have it loaded I would try putting your script inside document.ready() to make sure it gets executed at the correct time.
