fixed the issue. Will look into that further Use ItemContainerStyle to override the default background behaviour, and in your style, use a trigger on IsMouseOver to show your outline (for example by having a Setter for BorderThickness).
EDIT: Rough example (not tested):
code :

With these it helps The dotted line disappears when another control is in focus. You can achieve this by calling the Focus() method on another control. As far as I know, there is no simple way to permanently get rid of the dotted outline.
If you really want to get rid of the line, you'll have to set the OwnerDraw property to true and provide handlers for DrawItem and DrawSubItem.

To fix the issue you can do You have to use the MouseOver event from the listViewItem that the mouse is over, not the one from the listview itself.
code :
public MainWindow() {
    InitializeComponent();

    ListView listView = new ListView();
    ListViewItem listViewItem = new ListViewItem();

    listViewItem.MouseMove += myMouseMoveEvent;

    listView.Items.Add(listViewItem);

}

private void myMouseMoveEvent(object sender, MouseEventArgs e) {
    ListViewItem item = (ListViewItem) sender;
    // now you can handle the events with this item....
}

wish of those help I am trying to identify which cell the user has their mouse over on a listview, currently I have , If by "cell" you mean the subitem, use HitTest to find the subitem:
code :
 Dim ht As ListViewHitTestInfo = lvex.HitTest(pt.X, pt.Y)
 if ht.Item IsNot Nothing then
      IndexOfSubItemAtXY = ht.Item.SubItems.IndexOf(ht.SubItem)
 End if

wish of those help I need to make an outline appear around an object when the user mouses over the object in leaflet. Right now, I can make the object highlighted all the time or not at all. Here is a sample of my code: , First you would need to have your default and highlight styles handy:
code :
var style = {
    'default': {
        'color': 'yellow'
    },
    'highlight': {
        'color': 'red'
    }
};
var group = new L.LayerGroup([
    new L.Polygon([
        [-50, -50], [50, -50], [50, -10], [-50, -10]
    ], {
        'label': 'Polygon 1',
        'popup': 'Polygon 1'
    }),
    new L.Polygon([
        [-50, 10], [50, 10], [50, 50], [-50, 50]
    ], {
        'label': 'Polygon 2',
        'popup': 'Polygon 2'
    })
]).addTo(map);
// Variable for storing highlighted layer
var highlight;

function setHighlight (layer) {
  // Check if something's highlighted, if so unset highlight
  if (highlight) {
    unsetHighlight(highlight);
  }
  // Set highlight style on layer and store to variable
  layer.setStyle(style.highlight);
  highlight = layer;
}

function unsetHighlight (layer) {
  // Set default style and clear variable
  layer.setStyle(style.default);
  highlight = null;
}
// Iterate
group.eachLayer(function (layer) {

    // Set default style
    layer.setStyle(style.default);
    // Bind label with polygon option variable
    layer.bindLabel(layer.options.label);
    // Bind popup with polygon option variable
    layer.bindPopup(layer.options.popup);

    // Mouseover handler
    layer.on('mouseover', function (e) {
        // Set highlight
        setHighlight(layer);
    });

    // Mouseout handler
    layer.on('mouseout', function (e) {
         // Unset highlight
        unsetHighlight(layer);
    });

    // Fetch list from DOM
    var list = L.DomUtil.get('list'),
        // Add list item
        item = L.DomUtil.create('li', 'item', list),
        // Add link
        link = L.DomUtil.create('a', 'link', item);

    // Set link text
    link.textContent = layer.options.label;
    // Set link href
    link.href = '#';

    // Add clickhandler to link
    L.DomEvent.addListener(link, 'click', function (e) {
        // Set highlight
        setHighlight(layer);
    });
});

will help you There isn't a concept of MouseOver in Android, at least one that I know of - user interaction is done through hardware/virtual keyboard and touchscreen.
ListView automatically highlights the current selection, so when you use the up and down DPad keys, you may get the effect you want.
