may help you . The Topmost property exists on the Window class: http://msdn.microsoft.com/en-us/library/system.windows.window.topmost.aspx.
Your CameraView class is derived from UserControl, which is a kind of control that sits inside a Window (or other container such as a Page, but that's not important here). UserControl doesn't have a Topmost property because it doesn't appear independently on the desktop.

Hope that helps Yes, whatever object your "TopMost" property is on will have to be set as the DataContext of your window. If its set as the DataContext of your Window then your control should be able to pickup the property from the ElementName binding you tried in your first example.
Your view will look at its DataContext for a property named "TopMost"

I wish did fix the issue. I'm creating an onscreen keyboard for a touch screen app, where shift toggles upper and lower case buttons on the whole keyboard. , maybe you could achieve your goal with styles and triggers:

Hope that helps Okay, here is what I ended up doing...I came up with one more idea before I was going to give up and this works well. In the toolbar window I have a timer that polls the top most window over the toolbar area once a second, like this:

should help you out You almost there and needs only two minor adjustments on Complex class to make it work as you expect:
1) Remove default public constructor:

To fix the issue you can do One way SetWindowPos will silently fail to set WS_EX_TOPMOST is when the process doesn't have permission to SetForegroundWindow at the time window is created or SetWindowPos is called. Which is arguably one of the times you want the window topmost (and arguably one of the times you should not be allowed to).
Rumors are MS closed that loophole since Vista.
