To fix this issue If the subsite is inheriting permissions, the user will inherit the design permission he has on the parent site.
You have to break the subsite inheritance (edit permissions) and then you can remove the users design permissions and add them to the Visitor group to give read access. Doing so in this way will not change the permissions on the parent site.

I wish this help you Can you check what was entered as the description while Creating the Site ? The tooltip is whatever is entered into description.
You can edit the description by going to Site Settings -> Title, description and Icon.

Does that help I'm not completely sure what you are trying to achieve nor where your code is supposed to be executed (console application or timer job or in a web part?).
I see the following problems:

Hope this helps I have checked your code and I see some possible improvements:
Use BreakRoleInheritance(false) - lines 64,86. Then you can remove following role assignments removing loops. You can break role inheritace of created web directly when adding the web (use true on line 34 of your code). I think you could remove AllowUnsafeUpdates as it is not generally necessary in event receivers.

it helps some times You can use _spPageContextInfo.siteServerRelativeUrl.
If _spPageContextInfo.siteServerRelativeUrl equals to / then you are definitely in the root site.
