I hope this helps . It is not possible to implement this with Game Center the way you suggested, but you can take an approach that will look as if you did manage to do this.
When you start a turn-based match, it's always the local player's turn. Either Game Center provides you with a blank match, or you will receive a match in which someone else already took their turn. There is no way to control this, so you need to be prepared for both.

Does that help If you want to do something like SongPop, where it doesn't matter when exactly second player will take his turn, you can simply do this in those few steps:
Alex starts a game taking his turn. When his turn is over, your app tells Alex to tell Jack that it's his turn now, using requests dialogs. Jack logs to Facebook and see notification with request from Alex. When Jack clicks on this notification, he is taken to the app. Each time user enter homepage of your app your app checks if there are any requests to be processed and removed. App allows Jack to take his turn in the game that Alex started.

hope this fix your issue You make connection between players without knowing who is playing which side - just find a match. After players gets connected you decide who gets what. The one solution is to exchange a random numbers generated on each side at the beginning of the game - whoever gets bigger number starts with white and gets turn. Remember that if you are unlucky randoms can be equal - you have to regenerate them and resend in that case.

this will help unfortunately I do not have the time to read your question thouroughly. However for this class of problems it often comes at hand to first sort the elements.
However a LinkedHashMap keeps the insertion order but does not sort the elements. Use a TreeMap to sort the order (the class of the instances used as keys must implement Comparable or you'll get a class cast exception at runtime).

Hope that helps It is up to you. Usually, people are using game engines to create games, like Unity3D, Unreal. You can create games in Unity3D with Javascript. As for ActionScript (and this is my opinion) - it's a dying technology, so I wouldn't recommend it.
