I hope this helps . I'm assuming you mean an overlay.
No, there's no way to create one for most games using Windows Forms. You'll need to attach to the DX surface manually. The best way of doing this is to use native C/C++; it's theoretically possible to do this using C# but it would be extraordinarily slow and kludgy.

help you fix your problem Currently making a game and trying to do get an overlay to cover the screen when the "menu" button is clicked - something that I would imagine should be fairly common/simple, but still having problems implementing it. ,
you can use: setShader (ShaderProgram shader)

Hope this helps I'm not sure screen has this capability to monitor a process for signs of life, but I think something like supervisor will help you. The purpose of screen is only so that you can leave a shell running even though you have disconnected from ssh.
You can download and install (as root) supervisor with pip or easy_install (requires internet access)
code :
pip install supervisor
easy_install supervisor
[supervisord]
logfile=/tmp/supervisord.log
logfile_maxbytes=50MB ; change these depending on how many logs
logfile_backups=10 ; you want to keep
loglevel=info
pidfile=/tmp/supervisord.pid
nodaemon=true
minfds=1024
minprocs=200

[rpcinterface:supervisor]
supervisor.rpcinterface_factory = supervisor.rpcinterface:make_main_rpcinterface

[supervisorctl]
serverurl=unix:///tmp/supervisor.sock ; use a unix:// URL  for a unix socket

[program:myscript]
command=python /path/to/myscript.py ; change to your actual script
autostart=true
autorestart=unexpected ; only restarts when your script has been up for > 1 second and exited with a non-zero exit code.
redirect_stderr=true
stdout_logfile=/var/log/myscript.log
/usr/local/bin/supervisord -c /etc/supervisord.conf

will be helpful for those in need I really appreciate answer from @Emir however code he provided was not running in some devices and activity was not launching over the lock screen
code :
Window window = getWindow();
    window.addFlags(WindowManager.LayoutParams.FLAG_SHOW_WHEN_LOCKED
            | WindowManager.LayoutParams.FLAG_TURN_SCREEN_ON
            | WindowManager.LayoutParams.FLAG_KEEP_SCREEN_ON);
 override fun onCreate(savedInstanceState: Bundle?) {
        super.onCreate(savedInstanceState)
        setContentView(R.layout.activity_lock_screen)
   //execute all flags individually to solve this issue
     window.addFlags(WindowManager.LayoutParams.FLAG_SHOW_WHEN_LOCKED)
        window.addFlags(WindowManager.LayoutParams.FLAG_DISMISS_KEYGUARD)
        window.addFlags(WindowManager.LayoutParams.FLAG_TURN_SCREEN_ON)
        window.addFlags(WindowManager.LayoutParams.FLAG_KEEP_SCREEN_ON)
        val mUIFlag = ( View.SYSTEM_UI_FLAG_LAYOUT_STABLE
                or View.SYSTEM_UI_FLAG_FULLSCREEN
                or View.SYSTEM_UI_FLAG_VISIBLE
                or View.SYSTEM_UI_FLAG_LAYOUT_HIDE_NAVIGATION
                or View.SYSTEM_UI_FLAG_HIDE_NAVIGATION
                or View.SYSTEM_UI_FLAG_IMMERSIVE
                or View.SYSTEM_UI_FLAG_LAYOUT_FULLSCREEN)

        window.decorView.systemUiVisibility = mUIFlag

        }

I wish this help you There are a few approaches to this problem. Most of them are icky, and it totally depends on what kind of graphics API you want to target, and which functions the target application uses. Most DirectX, GDI+ and OpenGL applications are double or tripple-buffered, so they all call:

should help you out Windows Vista introduced a new flag into the PIXELFORMATDESCRIPTOR: PFD_SUPPORT_COMPOSITION. If the OpenGL context is created with an alpha channel, i.e. AlphaBits of the PFD is nonzero, the alpha channel of the OpenGL framebuffer is respected by the Windows compositor.
Then by creating a full screen, borderless, undecorated window you get this exakt kind of overlay you desire. However this window will still receive all input events, so you'll have to do some grunt work and pass on all input events to the underlying windows manually.
