it fixes the issue The most important thing is probably unicode throughout. So there is no need anymore to fiddle around with str/unicode. This sounds small but has huge (positive) implications when you think of OS interaction - for example everyone has to try hard to give you 'usable' strings instead of 'a binary thing that might be an error message'.
There's also a lot of stuff in the interpreter itself that was improved. One example is the global interpreter lock (GIL) which did not vanish but it way better in py3k: presentation+slides

may help you . You can try using 2to3, which comes with Python 2.7, to convert the source of projects to Python 3 compliant code. Then, just run some tests on the packages you converted and see if they work.
Most of the major work will be done by 2to3, and after that you can make fine-tuned adjustments if you need to to make everything work well.

may help you . If you are a beginner in Python, the most obvious option probably would be simple loop approach:

help you fix your problem I can't think of any language features you'd be missing in Lua that may prevent you from implementing something similar to Flask.
I'm sure you checked this already, but just in case: there are several webframeworks already available for Lua, some under active development (and some haven't been updated for a while):

Hope that helps 1) for the reason: as outlined e.g. in this answer datetime.now(timezone.utc) works only from Python 3.2 and later versions
2) for fixing: I would use a quick snippet like the following [check this other answer as reference]:

from datetime import datetime

u = datetime.utcnow()
u = u.replace(tzinfo=pytz.utc) #NOTE: it works only with a fixed utc offset

# print(u)   # prints UTC time
