To fix this issue Edit: I've deleted my previous answer (which basically said "works fine on my machine") and replaced it with the following.
On your custom UserControl, set AutoScaleMode = Inherit. This should correct the excessive scaling of the user control.

To fix the issue you can do Use and ItemsControl with an ItemTemplate containging the UserControl. Bind or set the ItemsSource to your collection.

help you fix your problem You should set Location and Size Properties by yourself or you can set Dock property of the new control. Another way is change your host panel to the StackLayoutPanel or TableLayoutPanel.
