Hope that helps Dojo and Dijit process Dates in local time, not GMT, which itself may have been a poor design choice, but given this, if you use dojo.date.stamp.fromISOString() or pass the string "2010-04-02" as the value attribute in your HTML you will get April 2 at midnight in your local time. Pass that to the Dijit and it will be happy. Using the new ES5 Date constructor in Javascript will have different results:

this one helps. The value attribute of a dijit.form.DateTextBox is of type Date. This is useful to manipulate Dates from JavaScript, but by default there is no serializer for Dates to JSON. If you wish to get the value of the widget for serialization, use dijit.form.DateTextBox.serialize(), which will give you the value as a string.
If you use the DateTextBox in a or a dijit.form.Form, the serialization should happen for you on submit.

Any of those help DateTextBox accepts a NULL or empty string... it just screws up when you insert a 0 (zero).

will help you With the new, HTML5-conform attribute data-dojo-type introduced in Dojo 1.6, the way how widget attributes are parsed has changed as well (to validate in HTML5 too). Widget-specific attributes are now in an HTML attribute called data-dojo-props, in a JSON-style syntax.
To make your example work again, either put the onChange (and required) in data-dojo-props (note that you have to wrap a function around it):
code :
<link rel="stylesheet" href="http://ajax.googleapis.com/ajax/libs/dojo/1.6/dojo/resources/dojo.css">
<link rel="stylesheet" href="http://ajax.googleapis.com/ajax/libs/dojo/1.6.0/dijit/themes/tundra/tundra.css" media="screen" />
<script src="http://ajax.googleapis.com/ajax/libs/dojo/1.6.0/dojo/dojo.xd.js" data-dojo-config="isDebug: true, parseOnLoad: true"></script>

<body class="tundra">
  <label for="fromDate">From:</label>
  <input id="fromDate" type="text" name="fromDate" data-dojo-type="dijit.form.DateTextBox" data-dojo-props="onChange: function() {dijit.byId('toDate').constraints.min = arguments[0];}, required: true" />
  <label for="toDate">To:</label>
  <input id="toDate" type="text" name="toDate" data-dojo-type="dijit.form.DateTextBox" data-dojo-props="onChange: function() {dijit.byId('fromDate').constraints.min = arguments[0];}, required: true" />

this one helps. You can connect to the openDropDown method and then access the dropdown widget to add a css class.
code :
var cal = new dijit.form.DateTextBox({
}, input);

aspect.after(cal, "openDropDown", function(deferred){
  dojo.addClass(cal.dropDown.domNode, 'myCal');

it fixes the issue dijit/form/DateTextBox allows you to indicate a custom class to use for its popup calendar. So if you were to change your code around to actually create an extension of dijit/Calendar, you could then pass that to popupClass on a DateTextBox instance.
Here's how you might minimally rearrange some of your code into an extension:
code :
var CustomCalendar = declare(Calendar, {
    getClassForDate: function(d) {
        //mark the cell in different color to present tight
        var ds = dateStr(d);
        if( !isEmptyStr(calData[ds]) )
            return 'mystyle_' + calData[ds];

    _setCurrentFocusAttr: function(d) {
        var self = this,
            args = arguments;

        getMonthlyStat(dateStr(d), function(){
var textbox = new DateTextBox({
    popupClass: CustomCalendar,
    constraints: constraints
}, "textbox");
