I hope this helps . What GUI toolkit are you using? Generally, global hot keys are handled by the Desktop environment or Window Manager - I dont believe that Python's builtin toolkit (tkinter) can make global hotkeys. You might look at xlib for Unix and a win lib for windows.

To fix the issue you can do I have built an application which listens for a global hot key (Alt + Space currently), when I press the hot key when Google Chrome is in focus it brings my app to focus but also opens Chrome's context menu (right click menu). I used the following dll for implementing the keyboard hook. , The FAQ section of the linked article contains your answer:

I hope this helps . Basically, I'm using jQuery Hotkeys plugin by Mr Resig to capture and handle shortcuts like ctrl+o etc... , This is actually intended functionality of the plugin:
code :
// Don't fire in text-accepting inputs that we didn't directly bind to
if ( this !== event.target && (/textarea|select/i.test( event.target.nodeName ) ||
    event.target.type === "text") ) {

wish of those help Using RegisterHotkey() is boilerplate to detect a hotkey press. I won't repeat it here, you can easily google sample code from the function name.
It does however require a window, no workaround for that. It just doesn't have to be a visible window. By far the simplest way to create an invisible window is to use a Form class, like you do in any Winforms application, and set ShowInTaskbar = False, WindowState = Minimized, FormBorderStyle = FixedToolWindow. Call RegisterHotkey() in your OnLoad() method override, you'll need the Handle property. Easy peasy.
