There is no hard-coded maximum in MySQL for the length of a query. This includes all parts of the query such as the WHERE clause.

this one helps. The answer is to JOIN the tables, SUM the votes, and ORDER high-to-low by the sum of the votes

I think the issue was by ths following , You should JOIN your table with a grouped by topic_id set from the tag table like this:

inner join
 (SELECT topic_id, COUNT(id) tags_count
   FROM tag WHERE id IN (3,4,5,6,7)
   GROUP BY topic_id
 ) tg on tg.topic_id = t.id
ORDER BY tg.tags_count DESC

this one helps. Two things:
You've got an extra space at the end of your quoted date time string '0000-00-00 00:00:00 ' Don't use IS to compare delete_time to '0000-00-00 00:00:00'. IS is to compare against boolean values or NULL. Use = instead.
