I hope this helps you . This is exactly what pinvoke.net is all about :)
See the SystemParametersInfo page for a full description and sample code. Bear in mind you have to use pinvoke to deal with this API as far as I'm aware.

I wish did fix the issue. It seems like PHP allows having strings (like the string foo in the example below) before parameters in function definitions. , This is some kind of type-safety feature in PHP
If you have
code :
class Something {
 public function add(Something $s) { .. }

$s = new Something();
$s->add(new stdCLass());

With these it helps All the Win32 API stuff tends to be geared for C/C++ where True is 1 (or actually just not zero IIRC). You need to change MyBoolean to Integer and use 0 or 1. You'll also have to change the API signature:
code :
<DllImport("user32.dll")> _
 Private Shared Sub SystemParametersInfo(uiAction As UInteger,
       uiParam As UInteger, ByRef pvParam As Integer, fWinIni As UInteger)

 End Sub

wish helps you There are two issues:
1) Parameters are missing a type, e.g. "type": "string".

To fix the issue you can do I did it the following way:
Instead of creating a json file, I created a shared lib in may vars folder, with content:
code :
// vars/myParamsLib.groovy
def call(){
    def params = []
    params.add([$class: 'ValidatingStringParameterDefinition',
                defaultValue: '',
                description: 'regex param',
                failedValidationMessage: '',
                name: 'VSTRING',
                regex: '.+'
    // params.add(...)
    return params
