To fix this issue Two answers have already shown you how to build your list at a single stroke, using the "list comprehension" (AKA "listcomp") construct.
To answer your specific question, though,

I hope this helps . Taking this step by step, the first thing to do is to zip the lists to get a new list of pairs:
code :
scala> val firstName: List[String] = List("Rama","Dev")
firstName: List[String] = List(Rama, Dev)

scala> val lastName: List[String] = List("krish","pandi")
lastName: List[String] = List(krish, pandi)

scala> firstName.zip(lastName)
res0: List[(String, String)] = List((Rama,krish), (Dev,pandi))
scala> firstName.zip(lastName).map {
     |   case (first, last) => s"$first $last"
     | }
res1: List[String] = List(Rama krish, Dev pandi)

seems to work fine Store the sets as values in a Hashtable with keys consisting of the list, sorted, joined with a separator. This will cause [x, y] and [y, x] to both be stored under the key String.format('%d:%d', x, y) (assuming that x <= y). This will let you catch duplicates.

seems to work fine I am trying to create a new list in C#. It will have far to many elements to write each element by hand but all of its elements will be made from elements in other lists. As an abridged example, I have
code :
List<String> listD = new List<String>(A.Count*B.Count*A.Count);

foreach( String firstName in A )
   foreach( String middle in B )
      foreach( String lastName in C )
          listD.Add( firstName + " " + middle + " " + lastName );
